The OOBEEULA error can appear during Windows setup, following a reset or reinstall – and it usually means that some required Windows files are missing or corrupted.

1. Enter the Recovery Environment

If your computer is stuck on the OOBEEULA error screen and you cannot go forward or back, you will need to access the Windows Recovery Environment (WinRE).

Follow these steps:

  1. Make sure the computer is completely switched off.
  2. Press the power button to turn it on.
  3. As soon as you see the manufacturer’s logo (e.g., Dell, HP, Lenovo), press and hold the power button until the computer turns off again.
  4. Repeat this ON/OFF process two more times.
  5. On the third restart, Windows should automatically start the Recovery Environment.
  6. If it does not, repeat the steps ensuring you interrupt the start-up quickly after the initial logo appears.

2. Perform a reset

Once you are in the Recovery Environment:

  1. On the 'Choose an option' screen, select 'Troubleshoot'.

  2. Click 'Reset this PC'.

  3. Choose 'Remove everything' if you want a completely clean install (recommended if this is a new machine assigned to you), or 'Keep my files' (if you have a fault and want to retain your personal files).

  4. When asked how you’d like to reinstall Windows, select 'Cloud download'. This will download a fresh copy of Windows from Microsoft’s servers, replacing the missing or corrupt files.

  5. Follow the on-screen instructions to complete the reset.
