The OOBEEULA error can appear during Windows setup, following a reset or reinstall – and it usually means that some required Windows files are missing or corrupted.
If your computer is stuck on the OOBEEULA error screen and you cannot go forward or back, you will need to access the Windows Recovery Environment (WinRE).
Follow these steps:
Once you are in the Recovery Environment:
On the 'Choose an option' screen, select 'Troubleshoot'.
Click 'Reset this PC'.
Choose 'Remove everything' if you want a completely clean install (recommended if this is a new machine assigned to you), or 'Keep my files' (if you have a fault and want to retain your personal files).
When asked how you’d like to reinstall Windows, select 'Cloud download'. This will download a fresh copy of Windows from Microsoft’s servers, replacing the missing or corrupt files.
Follow the on-screen instructions to complete the reset.
