You can securely and safely report Junk and Phishing emails from within Outlook. This is helpful for not only your own mailbox but also to protect your colleagues and entire organisation. This process also ensures that your report is received and dealt with, as forwarding a malicious email is dangerous and should not be done (and could mean that it isn't actually received for review and processing).
<aside> ⚠️ Please do not forward suspicious email messages. Either they will not be delivered (as they will be recognised as spam/phishing) and therefore they will not be reported. Or they could do further damage at the recipient end.

Reporting an email in this way does following automatically:

If you open a message in Outlook, you will find a new option to the far right of the toolbar, which is called Report Message. Please click this and choose an appropriate option – either Junk or Phishing.
Please note that you must be viewing the message itself to see this option, not looking at a mailbox view or list of messages.
When viewing a message, please click the three horizontal at the far right of the head of the email, click Report Message and then choose an appropriate option.
